IV. Procedures and Main Contents of Environmental Impact Assessment
1. Environmental Impact Assessment Procedure: Accepting the commission from the project developer → Collecting data, analyzing influencing factors, conducting environmental baseline surveys and monitoring → Evaluating the current environmental quality → Analyzing environmental impacts → Conducting a comprehensive assessment and analysis → Preparing the Environmental Impact Report Form → Submitting the report for approval to the environmental protection authorities.
2. Main evaluation contents: Building on the enhanced engineering analysis and current status investigation of environmental quality, the evaluation will focus on the environmental impacts during the construction phase, the assessment of atmospheric environmental impacts, pollution prevention measures, and ecological conservation measures. A quantitative and qualitative analysis will be conducted on the pollution and ecological disturbances generated by the project during both the construction and operational phases. Reasonable, cost-effective, and feasible pollution prevention and ecological conservation measures will be proposed to ensure that all emitted pollutants meet emission standards consistently and to minimize the project’s impact on the surrounding ecological environment.
