Eight departments of the State Council launch inspections of high-energy-consumption and high-pollution industries.
On June 19, news reported that eight inspection teams—composed of eight departments including the National Development and Reform Commission—will successively head to several provinces to conduct focused investigations into the elimination of preferential policies—including electricity prices, land prices, and tax and fee reductions—that have been improperly introduced for high-energy-consuming and high-polluting industries. The primary focus of these inspections will be on other high-energy-consuming and high-polluting industries with strong regional characteristics, such as steel, copper, aluminum, lead-zinc, cement, power generation, calcium carbide, coke, and ferroalloys.

The second transmission and transformation project of the State Grid’s westward expansion into Qaidam has been put into operation.
At 15:36 on August 23, 2007, Xu Fushun, Vice Governor of Qinghai Province, issued the start-up command. Following established procedures, dispatchers ordered the 330 kV Mingzhu Substation to begin power transmission. The Xijin Chaidamu II Transmission and Transformation Project in Qinghai Province includes the construction of two new 330 kV substations—Mingzhu and Bayin—as well as a 772-kilometer transmission line at 330 kV running from Huangyuan to Mingzhu, then to Ulan, Bayin River, and finally to Golmud. Additionally, the project involves the expansion of three existing 330 kV substations—Golmud, Huangyuan, and Ulan—and the installation of five main transformers with a total capacity of 390 MVA. This project represents the largest and most challenging undertaking in the history of Qinghai’s power grid development. Once put into operation, the project will further enhance Qinghai’s main power supply.
